Supposedly he's advertising the special summer deal KFC has with an anime series, they are offering character thermoses and water bottles or something similar. But I really do think they could have made more of an effort with the "costume!!"

Its Colonel Sanders outside the local KFC - dressed in his traditional Boy's Day finery... with the addition of an eye patch(?!?) and a KFC "Ganbare Nihon" (a lets pull together and overcome the earthquake/tsunami damage) sign.
